MADISON, Wis. (AP) — Wisconsin Gov. Tony Evers is reviving his plan to enable voters to repeal and create state laws, this time through the state budget. Wisconsin is among 24 states that don't provide a way for people to create or repeal laws without legislative action.  Republican legislators refused to consider the idea. Evers says the budget he plans to unveil in February will mandate that legislators take up the amendment again. GOP leaders almost certainly will strip the provision from the spending plan.
